It was incorporated into Shaanxi Yanchang Petroleum (Group) Co., Ltd. in May 2006 after approval by Shaanxi Provincial Party Committee and Government. Based on the advantage of Shaanxi Yanchang Petroleum Chemical Engineering Co., Ltd.(YCEC)as a platform, Shaanxi Petroleum Chemical Engineering and Construction Co., Ltd.(SPCECC)snatched the opportunity to enter into rapid development period, with operation and management system transferred from construction and production oriented pattern to diversification and collectivization integrating engineering design, equipment procurement, construction and installation and technical service for development.
Shaanxi Petroleum Chemical Engineering and Construction Co., Ltd., a subsidiary of YCEC with registered capital of RMB 1.05billion, holds the Qualification Certificates showing it is the First-Grade General Contractor for petrochemical engineering construction, building engineering construction, and electromechanical engineering construction, the Second-Grade general contractor for municipal public engineering construction, and First-Grade discipline contractor for steel structure; water-prevention, corrosive prevention and insulation; and fire control facilities. It also obtained the ASME certification for pressure vessels (U stamp), the design license for A2 pressure vessels, the manufacturing license for A1, A2, and A3 pressure vessels (field assembly and welding) as well as First-grade qualification for boiler installation.
The company mainly undertakes construction projects in petroleum, chemical engineering, natural gas, power engineering, electronic engineering, metallurgy, water conservancy, aerospace, medicine, war industry defense industry, public utilities, industrial and civil construction, road and bridge, long-distance oil and gas pipelines, and earthworks, etc. with annual output value of over RMB 10 billion.

The company has undertaken the construction of coal-oil-gas comprehensive transformation project of Shaanxi Yanchang Coal Yulin Energy and Chemical Company with an investment of RMB 26.9 billion (including 1,800,000t/a methanol, 1,500,000t/a DCC, 600,000t/a PP, and 600,000t/a PE plant project); the first set of industrial demonstration unit of VCC coal-oil refining, coal tar hydrogenation, and synthesis gas to oil technologies in the domestic; the biggest 600,000t/a nitro-compound fertilizer project of Xinjiang Jinsheng Huyang Chemical Company; installed largest rocket engine test facility in Asia; installed 50MW steam turbine generator unit of Shaanxi Yanchang Coal Yulin Energy and Chemical Company Project; lifted Fischer-Tropsch synthesis reactor with net weight of 2135t in 1,000,000t/a coal-to-liquids demonstration project of Yitai Yili Energy Company.
